pi-jev-tools: ranking and retrieval tools for Pi

A Pi extension exposes Jev ranking, classification, local snippet retrieval and general typed evaluation while retaining the normal coding model.

Notes

Tools include jev_rank, jev_classify, jev_search and typesafe_evaluate; local search uses ripgrep before sending a bounded candidate pool to Jev.
