jevr: BM25 recall and Jev reranking for code and documents

A Rust CLI searches source trees and text documents with local BM25 recall, then uses Jev to filter and order candidate files. Results carry paths, line ranges and relevance scores in a grep-style interface.

Notes

The implementation separates per-candidate Noul filtering from listwise Choice ranking and caches responses by request content.
